regulation of certain natural gas exploration facilities for purposes of       
preparation of discharge prevention and contingency plans and                  
compliance with financial responsibility requirements, and amending            
the duties of the Alaska Oil and Gas Conservation Commission as                
they relate to natural gas exploration activities; and providing for an        
effective date" was engrossed, signed by the President and Secretary           
and transmitted to the House for consideration.
